Launchpad hosted + Ubuntu available projects have too many bug trackers

Bug Description

Consider the case of Computer Janitor <https://launchpad.net/computer-janitor>. This is a project with development hosted on Launchpad, and natively packaged for Ubuntu. It has two mostly independent existences on Launchpad:

https://edge.launchpad.net/ubuntu/+source/computer-janitor

The latter page has a reference to the "upstream" package, pointing to the former url. This is good.

However, bug tracking is more schizophrenic. You'd think bugs should be tracked in

https://bugs.edge.launchpad.net/computer-janitor

but (probably for historical reasons) they are not. Bugs are actually tracked here:

https://bugs.edge.launchpad.net/ubuntu/+source/computer-janitor

Maybe that's okay, although I'd argue that the bugs should really be tracked by the upstream project page and not primarily in the distribution source package page. Even so, it seems impossible to link the two via this page:

https://bugs.edge.launchpad.net/computer-janitor/+configure-bugtracker

It should be possible to link the project bug tracker with the distribution source package tracker, or even migrate the bugs in the latter to the former.

Thanks for the bug report! I believe this is the same as bug 76416, "Poor handling of a distribution being its own upstream for a package." I'll dupe this bug against that one, but if you take a look and don't agree, feel free to un-dupe and update the bug to clarify.
