We should use unique URLs for the content of bug attachments

Since db-devel r9607, URLs pointing to the content of bug attachments look like https://bugs.edge.launchpad.net/malone/+bug/39674/+attachment/1/+files/foo.txt i.e., they contain the bug target. This leads to an unnecessary, perhaps confusing, ambiguities if a bug has more than one target. Also, URLs in bug notifications can look like https://bugs.edge.launchpad.net/bugs/39674/+attachment/1/+files/foo.txt. (Which form is used, depends on the launchbag: If the launchbag stores a bugtask, the former variant is used, if the launchbag stores no bugtask, the latter variant)

We should tweak ProxiedLibraryFileAlias.http_url so that the latter form of URLs is always used.

Just discussed this with Abel, and we're going to call our current work on the librarian done.

This can be tackled when someone wants to dive into the thornier issues of context, the one true URL to rule them all, and ambiguity. :-)
