Packages demoted from main to universe lack the translations

Bug Description
For example, tuxpaint (bug #572994) and tuxtype (bug #512285) were in main at the start of the Lucid cycle. Thus their translations were stripped and moved to langpacks.
Then they were demoted to universe, but never rebuilt.
That resulted in the the Lucid packages missing the translations. A simple reupload would fix the problem, but was never performed.
So soyuz or some other component could automatically do a dummy version bump for each main => universe demotion.
Or at the very least the ubuntu developers should be notified to do that manually.
