Bug Description
Some translations are derived from other translations. It would make a lot of sense to treat these translations as overlays on top of their parent translations. That way, a lot of duplicate work can be eliminated.
For example, English has a variety of dialects (en_AU, en_ZA, en_IN, etc.) that are almost identical in their written forms. Most are based on en_GB, so it would make sense to have them as subtranslations of en_GB. We have started an effort to do this here:

If Rosetta does not support subtranslations, our work will be much more difficult. In the case of English alone, this is a problem that potentially affects over a billion people.
