Common link for virtual package providers

Bug Description

Many binary packages such as https://launchpad.net/ubuntu/lucid/i386/postfix/2.7.0-1 provide a virtual package that is provided by multiple binaries. Currently if you click on the link to the provided package (in this case https://launchpad.net/ubuntu/lucid/i386/mail-transport-agent ) it leads to a very empty page with negligible utility.

It would be nice if pages like that would have a list of all the binaries that provide the virtual package in the appropriate context (ubuntu/lucid/i386 in this case).

I think the solution is to add PackagingType.VIRTUAL, and unhide the feature that allows projects to specify the PackagingType. This was never permitted on source packages, only project. I removed it because the users who work from the project perspective do not understand packaging very well. I think the feature properly belongs from the package perspective.
