Bug Description
If you upload a package with 'Architecture: all' in debian/control, the package will be built only on i386 machines. Instead, if the i386 queue is very long and an another queue (e.g. armel) is almost empty, it should be built there.
This will make builds faster, users happier and also i386 queues shorter.
