Can't remove or edit reviewers on a merge proposal

Bug Description

If I file a merge proposal I should be able to remove or edit the reviewers and the review type.

You can already edit a reviewer.

It's also impossible to change the review type.

Asking about deleting reviewers is the same thing as asking about deleting pending reviews. A "pending review" is not the merge proposal, it is the request for a person to perform a review. Deleting the person is the same as deleting the request. It's just different phrasing.

Feel free to file a separate bug about being unable to change the review type.
