Pottery intltool detection is too simple

Bug Description
Currently pottery just checks for the presence of POTFILES.in but that file is nowadays also used by plain gettext, too. Since this is not a sufficient criterion, I suggest to simply search build files for the term "intltool". If it is mentioned, it is very likely that it is being used. Files to search should include:
autogen.sh
configure[.ac|.in]
configure
Makefile[.in]
