User's email address can get displayed when someone replies to bugmail

Bug Description
Launchpad is already pretty good at hiding a user's email, which makes it harder for spammers to scrape the site for email addresses. But the following case often lets email addresses end up publicly visible on bug report comments:
1. Alice comments on a bug.
2. Bob gets a bug email informing him of Alice's comment.
3. Bob hits "reply" in his email program to respond to Alice's comment
4. Alice's email address will often get included in Bob's message, like:
Blah blah blah (Bob's message)
