Bug Description
Launchpad user interviews at UDS-L revealed that some people were either unaware of Launchpad's universal search or knew about it but often forgot about it.
Each person cited the search box's location in the page footer as the reason for not realising it existed or forgetting to use it.
It seems to be a convention to have a website's search box in the header of the page.
