Bug Description
To merge changes from a new branch it appears I have to upgrade lp:~ubuntu-desktop/launchpad-integration/ubuntu, however when doing this through the LP UI it reports as being upgraded but when it is finished it is still the same version.
Note that this branch is stacked on lp:~ubuntu-core-dev/launchpad-integration/ubuntu
