Bug Description

During the breezy development it was noticed that sometimes new templates were added to Rosetta for translation and no one noticed them. It would be great if you could have a bot sending mails to ubuntu-translators (or similar) announcing new templates available for translation, with priority in "main" ones, on the current development cycle.

We probably don't want to spam lists - there can be lots of new templates; and most templates need a revisit in a new release anyhow. Having an opt-in situation for folk interested would be nice.

I agree with #1 - let's make this opt-in for individual translators rather than sending them to the lists. The default teams have a huge amount of packages assigned to them, so it would be too noisy.

What I'd personally like would be an additional autosubscribe option - any time I contribute a new translation, I am subscribed to the template. I have totally lost the overview for the Touch apps.
