Allow locking of translations

Bug Description

It would be good that the team translation admin could lock the translations of a given template whenever the team considers that it is ready. In this way, further translations would not be possible unless the team admin unlocks the possibility of translation. For example, imagine in the future "About Ubuntu" is released through langpacks and that translators with different points of view change the translation from one release to the other or even introduce errors? One wants to be sure that when it is ready, it is ready.

Perhaps this functionality should be available for the admin after the period of freezing template changes.

We have support for this in our data model, but we use it to 'hide' the templates so people does not see them.

We should implement this feature as you suggest.

My impression is that this is essentially about the ability to ensure the quality of translations, and that the translation reviews feature we have planned will solve the problem.
