Bug Description
Beside upload page, the download page should also get some attention.

Right now, the text from the „Download translations” is
„Choose the format you want to export Romanian translations as. PO format is an editable format which allows you to upload translations back to Launchpad after you have updated them.”
i.e. in Firefox the format is XPI PO and there is no info about xpi po format.

Here is an idea.
Choose the format you want to export Romanian translations as.
* _PO format_ is an editable file which allows you to make translations offline and upload translations back to Launchpad or send them upstream.”
* _MO format_ is a non-editable file primarily used for testing translations. Copy the file using „sudo cp DOWNLOAD_FILE.mo /usr/share/
* _XPI PO format_ an internal format that can only be used with some specific scripts. For more info please read _link to wiki page_ or popup help page

The „... send then upstream.” text will be visible for distribution.
The „Copy the file...” text will be visible for distribution.
Maybe we can also have a link for _MO Format_ where we can add a tutorial about testing translations.
Using a MO file and information about how and where to copy it on local system can also be included in the notification email.

Do note that this also means special-casing Ubuntu on the download page: at the moment, some of those are generic and shared with upstream projects hosting their translations in LP.
