checkwatches should not try to update an empty batch

Bug Description

_getExternalBugTrackersAndWatches() can return an empty batch when the remote bug tracker is the GNOME Bugzilla. This should be skipped at the callsite (i.e. http://pastebin.ubuntu.com/357079/), or not returned in the first place. I prefer the latter.
