Bug Description
It seems that blueprints cannot be deleted. This was confirmed in a chat with a launchpad dev. In order to "delete" a blueprint, I had to remove all the content (set the Summary to "Content deleted."), rename the ids and names to something that didn't indicate the type of blueprint that used to be there, unlink all the linked tickets, and then set the blueprint to "obsolete."
It would have been much easier to just click a "Delete blueprint" link ;-)

I do not Launchpad wants to support deletion, but the automated obsoletion is a good suggestion.
