Convert callsites to use new personIs* subscription methods

Bug Description

Once the fix for bug 487015 has landed, we should convert anything that calls IBug.get*Subscribers() and iterates over the results for the purposes of determining how someone is subscribed to a bug to use the new personIs(Direct|AlsoNotified)Subscriber() and personIsSubscribedToDuplicate() methods as appropriate. This should (hopefully) reduce timeouts caused by unnecessary iteration over large result sets.
