Bug Description
When a newly uploaded version of a known template has a different path, the existing POTemplate.path should be updated to reflect the new path.
We can recognize this situation during manual approval; that's where the update can be done.
One case where this should not be done is when the existing path has a directory component but the new upload is just a file, without a directory location.
