Need a permission to add files, but not be a driver

As Inkscape is looking at the features that we use in SF coming to LP one of the things that we're missing is the ability to set people to be able to add files. These folks aren't administrators or drivers, but packagers. They are the people who create things like the packages for Windows, but they want to put them on the release page for download with the source code. It'd be nice if there was some way we could give a team permission to add files to the release.
