Mail notification of bug creation includes things that haven't happened yet

Bug Description
When things happen to a newly-created bug within five minutes of its creation, the e-mail notification begins with its current state instead of its original state.
For example, the notification about bug 40631 being created included:

Status: Unconfirmed
Five minutes later, a separate notification was sent about Steve Alexander changing the bug:

The bug originally wasn't assigned to me, but the notification said it was.
Similarly for bug 41898, though this time it was all in a single notification:

listing that says: Bug Management 204 points. I think this is a bug...

Below, you can see a really strange-looking mail. It tells me that a
bug was reported with status `Fix Released'. I think this is probably
related somehow :-).

I just did a clean install of Dapper Flight 5 (was a Breezy user). I can no longer print .pdf files using the lpr command, nothing gets sent to the printer. Converting the file using pdftops and then opening the output.ps file in Evince results in:

Printing the original .pdf file to the same printer from Evince works OK every time.
I tried to fix the problem by installing xpdf-utils but that resulted in
a conflict with poppler-utils so I backed out.
