Bug Description
Bug watcher should notify subscribers when a patch is attached to an upstream bug. This would make it easier for subscribers to test these patches faster, and would also not require people interested in testing the patches to subscribe to the upstream bug directly.

Marking this as triaged although it encapsulates several bugs (one for adding infrastructure to BugWatch for tracking patches, one for adding infrastructure to ExternalBugTracker, one for updating BugWatchImporter and one each for adding the requisite code to each ExternalBugTracker subclass). Once we come to look at implementing this we can file those bugs separately.
