HTTP 500 when trying to confirm an email validation when not logged in

Bug Description
I got an http 500 error when trying to click on
https:/
I would see the page but when I clicked on "confirm" it would spew a 500. Notably I was NOT logged in at the time. When I logged in, the "confirm" worked as designed.
Steps to reproduce:
1. Logged in, open https:/
2. Add a new email address (e.g. <email address hidden>)
3. Ask someone to retrieve the validation email from the staging inbox
4. Log out from staging
5. Open the link sent in the email (e.g. https:/
6. Click Continue
What happens: You get a mostly blank page with the following text: "Application error. Unauthenticated user POSTing to page that requires authentication". If you check the headers you'll see it's a 500 HTTP error.
