appears ppa can go over quota with a duplicate orig.tar.gz

Bug Description

It appears that if you upload to your PPA a duplicate orig.tar.gz even though it normally doesn't cause a problem since it is eliminated it does still seem to count against you for quota purposes. I uploaded openoffice.org-l10n to openoffice-pkgs ppa earlier tonight while my ppa claimed to be a 3.8/4.0 GiB quota and the email I got back said:

"Rejected:
PPA exceeded its size limit (4314.00 of 4096.00 MiB). Ask a question in https://answers.launchpad.net/soyuz/ if you need more space."

I had cprov raise my ppa quota to 8.0GiB to get around the issue, as I needed a bit more space than 4.0GiB anyway after my builds finished compiling.

That's exactly what happens, the upload-process assumes that uploaded files (listed in the changesfiles) will occupy space in the repository.

There seems to be something worse that going on with respect to how the quota counts disk space usage on openoffice-pkgs ppa. It currently shows:

    * 13 source packages (4.4 GiB)
    * 354 binary packages (1.4 GiB)
    * Estimated archive size: 5.8 GiB

If it didn't count the duplicated and eliminated orig.tar.gz's there it should be somewhere around 1.6-2.0GiB for source. If it counted every one of the duplicated orig.tar.gz (that isn't actually in the archive) it should still only be around 2.7-3.0GiB for source. So I am not sure what is going on.

It went back down in size so maybe I just didn't wait long enough...
