Provide the ability to remove wrong translation suggestion

Bug Description

Sometimes people provide totally wrong suggestions[1] or they simply apply little, unuseful, not needed and out-of-standard changes [2]. We appreciate the efforts of all translators, but often those suggestions are just "cruft" and totally unuseful and prevent us translators to find and approve really needed changes.

So, as well as launchpad provides a "Confirm" action for suggestions, there should be a "Reject" action that should remove the suggestion from displaying (and from statistics, of course). Could be really cool add an entry to write the reason of rejection and send it by email to the one that suggested, in order to help him/her to learn from errors.
