bzr pull should notify of abandoned branches

Bug Description
When a branch has been abandoned by the branch owner it would be useful if that change in status was shown to people who are pulling from that branch. Currently they would just see successful pulls but no changes. It would great if something smarter could be done. Perhaps there is a way to either throw a 403/404 error or explicitly say the branch has been abandoned when the user does a bzr pull.

This could be done either by the lp URL lookup service or by the codehosting server. Neither way is particularly clean (lp URL lookup would require changing the API & wouldn't catch full URLs, codehosting server wouldn't be consulted for http branches).
