adding bug watch claims other bugs have links when they just refer in comments

Bug Description
I added a bug watch to bug 174212 and it claimed that there were already links to the upstream bug in bug 229839, bug 247485 and bug 267371. However those bugs only contain references to the bug report in their comments. Does this mean links in the comments, I thought it normally only showed these for bugs that had bug watches on the same bug. Its fine as a feature but was a bit confusing since no other bugs had bug watches on this same bug.
I guess this bug is primarily about making it clear to users that the difference between other bugs referring to the upstream bug in comments vs other bugs having bug watches on the same bug.
