'application error, POSTing...' error needs to be a proper error page

Bug Description

'Application error. Unauthenticated user POSTing to page that requires authentication.'

this error renders as just plain text, not a helpful error page. this needs fixing.

The proper fix for this may be to just use Lp's style. Several errors cannot use Lp pages because the request, principal, and other required data does not (yet) exist in the request cycle. I fixed a similar issue as this that requires a simple HTML page that used Lp's style sheet to give a better presentation.
