Mail notification doesn't mention that an attachment was added

Yesterday I received a mail notification about bug 332600 that started like this:

This looked like a mistake on the commenter's part, but on visiting the bug report I saw that they had actually attached a file with their comment. Launchpad just hadn't mentioned this in the mail notification.
This problem was previously reported and fixed as bug 195664.
