Builds listings should show "private build" instead of hiding them

Bug Description
Builds listings should show "private build" instead of hiding them. This helps in a couple of ways:
1. It makes the listing consistent with the build farm view which already says "private build"
2. It removes periods of apparent builder inactivity where it was building private builds, and makes build start estimates easier to understand.
