Bug Description

Users cannot tell that Launchpad offers mailing lists. This is anecdotal evidence, but: I couldn't tell (at first); James Vasile of the bkrpr project also couldn't tell for a while (in fact, I think he maybe heard it from me); and this recent thread shows another user out in the wild who also couldn't tell:

When I look at the home page for a project in which I am an admin...

...I don't see anything indicating that we could have mailing lists. But when I visit the project's corresponding *team* page, there starts to information about mailing lists:

There, the right-side vertical nav menu has "Configure mailing list" and "Moderate mailing list". But those items are just listed in the middle of a long block of things, most of which one rarely touches. I would likely never have seen them if I hadn't done a browser-search for the string "mail".

So, a couple of things:

Most people associate mailing lists with projects, not teams; Launchpad seems to have it the other way. While that might make sense for us under the hood, in terms of UI perhaps mailing lists should be more easily reachable from project pages.

Also, even on the team page, they are not given appropriate importance IMHO. Mailing lists are a key collaboration mechanism -- they are way more important than, say, how to change the group photo, or how to create a poll :-).

I know we can't have a top-of-the-page horizontal tab for every feature, but mailing lists might belong up there (are Blueprints really more important than Mailing Lists for most projects, for example?)

Note bug #328250, which shows an email from James Vasile expressing the confusion over lists being associated with teams instead of projects. (That bug has since been marked a dup of bug #297036.)
