Cannot subscribe to get notifications about source package uploads

Bug Description

If someone is receiving all the bug mail, I think that it's pretty reasonable to say that they're interested in the new versions that are uploaded. Users can subscribe to get bug emails, but they cannot subscribe to get upload notifications

Good point, Jeff. We need to consider this when modeling a reliable package subscripting system to include Soyuz backend events (upload, built, published, removed, etc). Unfortunatelly it's way too far atm.

I think this is a really good idea. I'm subscribed to *-changes, but I'm only really interested in
a) the packages that I'm a bug contact for
b) new packages

Launchpad obviously already has this information, so it would be very helpful if it could do the filtering for me.
