release tasks do not appear in ubuntu bug searches

Bug Description

While doing Ubuntu Security bug triage, I discovered a problem with release tasks not appearing in bug searches. For example, these two searches:

(search for all bugs within "ubuntu" subscribed to by ubuntu-security with status="In Progress")

The latter search does not show bug 239894, which has open tasks for Ubuntu releases that are "In Progress".

It is unclear to me if this is a duplicate of either or both of bug 314432 and bug 290125.

I've upgraded this to "platform-blocker" since it gets in the way of Security Queue Sponsorship, now that we've merged security processes with the general Ubuntu Sponsorship processes: https://wiki.ubuntu.com/SponsorshipProcess

Argh. I'm going to mark this as a dupe of bug 314432, since that's got the best description of the problem. Sorry Kees. I'll add the platform-blocker to that bug instead.
