distinguish different types of broken branches

Bug Description
In branch listings we should give a bit more of a distinction between different types of broken branches; it would be nice if the "broken" icon had a tooltip showing why it was broken and/or there was a row in the table giving that detail for the "broken branches" list.
We could also distinguish eg "Don't understand this format", "URL is not a bazaar branch", "error trying to read it", "host unreachable".

I'm inclined to wontfix this - broken branches aren't sufficiently common to want to distinguish them in listings; Certainly for a small population of users such categorisation would be useful (in deciding how to reduce the error rates, for instance), but I think adhoc reporting would meet their needs better.
