Bug descriptions collapse whitespace

When reporting a bug I included a 3-line code snippit (https://bugs.launchpad.net/dcplusplus/+bug/308763), but Launchpad failed to preserve any of the indentation involved, either as tabs or spaces. This appears to simply be because it sticks the text into a <P> and ignores the whitespace collapsing done by HTML UAs.

A simple solution is to replace every pair of spaces with " &nbsp;" (a space and a non-breaking space). Converting tabs to spaces first would be ideal, but I don't want to get into the tab-width argument! :P
