I think merging comments from duplicates would be rather chaotic and unhelpful.
With regards to bug tags though we have official bug tags which in theory are important to a project - since they became official. So if a duplicate bug report possesses an official bug tag that the master bug report does not I think it'd be useful to add that tag to the master bug report.
