Bug Description
There is no way to configure upload notifications for PPAs. Currently, upload notifications will only be sent to the signer. For team PPAs, the following options should be available:
* Uploader only
* Uploader and team administrators
* Uploader and team
* Uploader and arbitrary e-mail address

A better solution might be to have a subscription system similar to that used elsewhere in launchpad (ie. bazaar branches and bug reports) where any number of users and teams can subscribe to the ppa and get ppa notifications.
