People with deactivated accounts still shown in bug subscriber list

In <https://bugs.edge.launchpad.net/ubuntu/+source/openssl/+bug/6761>, Debian Bug Importer is shown as a subscriber to the bug report, but the comments show that Debian Bug Importer no longer uses Launchpad at all.

Someone who doesn't use Launchpad shouldn't be presented as a subscriber, even if Launchpad remembers their subscription in case they come back.

Fixing this would partly, but not completely, address bug 241150.
