Launchpad mailing list message body size limit should be configurable

Bug Description

When I tried to forward an email to a launchpad mailing list that had a presentation attached, I got a message saying the message was held because the body was over 40KB. This size limit should be configurable (within reason) by a mailing list administrator.

I second this, it can be an issue for automatically generated commit messages that are typically 20-100kb.

Also the "too big" message does not appear in the list of messages awaiting moderation (or at least it didn't appear yet). And therefore it is impossible at all to send a message over 40kb, because I cannot moderate it.
