Re-importing .po/.pot files does not update the time stamp in the import queue

Bug Description
When re-importing a .po/.pot file which was previously imported (and thus remains in the import queue), the time stamp is not correctly updated. LP keeps the original time stamp both at the import queue page and in the e-mail sent out on successful import.

We could show the date of the last status change in addition to the initial upload date to make this clearer.
