process-upload should reject broken custom upload blobs

Bug Description

Recently, an upload contained a broken translations.tar.gz, which broke the custom handler after the package had already been accepted.

Currently, there's an assumption that all custom upload bits are in tar.gz format, so we can test if they're valid tgz archives before accepting the binary upload, which would save us from having to call a DBA to delete publishing records.
