Hidden assignee for targeted bugs still shows up elsewhere

Bug Description

When a bug is assigned to person A, and then targeted to a release where it is assigned to person B, listings elsewhere show that it's assigned to person A when it isn't.

For example, bug 1169 shows up in <https://launchpad.net/~rinchen/+assignedbugs>, and in the "Working on..." section of <https://launchpad.net/~rinchen>, though Joey is not shown as assignee on the bug 1169 page itself.
