Please support ESM when building the "core18" snap

Bug Description

It looks like the core18 snap (https://launchpad.net/~ubuntu-core-service/+snap/core18/) does not include the ESM PPA but unless I'm mistaken this is something we want to enable for core18 just like we enabled it for core(16).

Please enable the ESM PPA for the core18 snap build too.

The agreement with product management here is that we can do it, but we need to make it be an explicit opt-in. We don't currently have a way to have this be opt-in, so we're going to need to build that first.

I think one can create private recipe, built against private ppa, and add private subscription from that build ppa onto ESM archives, to continue building core18 snap privately with ESM repos enabled.

Kernel team currently does this for building kernel snap.

Note that private snap recipe builds loose manifest.txt which might be unacceptable to core18 base snap.

Separately I do wish for manifest.txt availability for private snap builds. As this prevents doing embargo builds that are later unembargoed.
