Tried several times to submit a bug report always getting this Ooops.

lp.bugs.interfaces.bugtask.IllegalTarget: Package libcupsfilters not published in Ubuntu

This is because the source package name is "cups-filters", not "libcupsfilters". If you use the correct source package name it should work.

The fact that this is an OOPS rather than a proper error message is bug 1635118.
