3. Expected behavior:
Filling bugs should work. If there is an error, I expect a meaningful message like "No access rights", "Project does not support bugs". OOPS is not a meaningful message.

This is because there's no such source package in Ubuntu. I agree that we should give a more meaningful error message - but what package on your system were you actually trying to file the bug against?
