Bug Description

OOPS-16740bf67ad936c1dd7263046549d6e1 shows the results of searching (on /+search) for a string that happened to contain the number "13". LaunchpadSearchView.search_action noticed the numeric token, observed that there exists a bug 13, and tried to return a link to it. Unfortunately, trying to follow that link fails because the project (/baz) is inactive. This should have been filtered out of the search.
