Rescan button shown for people without permission to use it

Branch:+index, BranchMergeProposal:+index, and GitRepository:+index show a Rescan button if the last scan failed. However, they show it even to people who do not have permission to use it, who will get a 403 error if they try. We should only show the button if it's usable.
