Deleting packages shouldn't be a page separate from the package listing

Bug Description
Currently deleting packages from a PPA is done in a separate "Delete packages" page that is linked to from the main PPA listing page. The two pages feature a near-identical list of packages, except that in the "Delete packages" page it has a column of checkboxes.
It would be more efficient if these two pages were a single page, with the checkboxes and "Delete" button shown if you had permission to delete packages.

Agreed; beng able to do this from a single point would greatly improve the ease of use, as well as make it more obvious that packages can be deleted. It would also lessen the number of page refreshes necessary for deleting the packages.
