Deleting official mirrors from Launchpad

Bug Description
Currently, it is not possible for Ubuntu mirror admins to delete mirrors which have been marked official and then marked unofficial. This is causing the mirror list to be cluttered with mirrors which have names such as "dupe" or "delete me". There is a number of reasons why this happens, such as mirror admins submitting their mirror twice with two different URLs and mirror admins approving both mirrors, discovering the dupe and marking one unofficial.
Is is possible to allow mirrors which have been marked official in the past, to be deleted.

What happens, in fact, is that we don't allow mirrors which have been probed to be deleted.
Also, we now have three different statuses for mirrors (pending-review, official and unofficial) instead of the old official/unofficial ones. Since we now have a list of mirrors pending-review mirrors to see only the mirrors which were not yet reviewed by an admin rather than having them together with the unofficial ones, we may be able to workaround this bug or even make it irrelevant.
