Can't delete a milestone

Bug Description

A project milestone can be renamed but not deleted. Whoever had permission to register it should also have permission to delete it.

Also it's impossible to delete a "serie".

I about to put my branch into review. The owner/driver can use the delete icon next to the milestone name to view the delete page. Attached is a screenshot of the most common presentation.

Attached is a screenshot of the special case where the owner/driver chooses to delete a non-active milestone that has an associated release with files, and targeted bugs and blueprints.
