Project registration fields don't say what they'll be used for

Bug Description

The project registration page <https://launchpad.net/projects/+new> asks for a variety of information, but doesn't say what any of the information will be used for. For example, it should explain that the Summary field will be used to distinguish the project from similarly-named projects in search results.

It may save time to fix bug 149338 at the same time as this bug.
